The Royal Navy is responsible for Key point
defence in Portsmouth, due to the location of Portsmouth Naval
Base in the city. The Ministry of Defence believe there to be
a close and effective relationship between Portsmouth Naval Base
and the city of Portsmouth in managing all aspects of port activities.
The Queen's Harbour Master at Portsmouth is a military appointment
but has both civil and military responsibilities.
The co-ordination of departmental responsibilities
for countering terrorism is managed by the Cabinet Office. The
result of the Cabinet Office consultation paper on emergency planning
were placed in the House of commons Library on 7 February 2002
and made available to the public on 13 February 2002.
