Supplementary memorandum submitted by

The evidence given by Elliot Morley and myself,
together with the supplementary material, covered many aspects
of how we manage flood defence in England and Wales.
One important matter that may still be unclear
to the Committee is a single explanation of who does what in the
funding and management of flood defence. To many of us it does
appear complex and unwieldy, thus under estimating the partnership
between the Agency, Local Authorities and Internal Drainage Boards.
I attach an additional table, which I feel will
help the Committee better understand the `organogram' submitted
as supplementary evidence and in particular who is responsible
for what.
