Mr Bill Olner declared non-pecuniary interests as a member of the United Kingdom-United States All Party Group, United Kingdom-China All Party Group, United Kingdom-Ghana All Party Group and a member of the executive of the Commonwealth Parliamentary Association.

Sir Patrick Cormack declared non-pecuniary interests as a Governor of the English Speaking Union, a member of the United Kingdom-Finnish All Party Group, a Vice-Chairman of the United Kingdom-Croatian All Party Group, a Vice-Chairman of the de Burght Conference on Human Rights, an honorary citizen of Texas, Treasurer of the Commonwealth Parliamentary Association, and Editor of the House Magazine.

Andrew Mackinlay declared non-pecuniary interests as Chairman of the United Kingdom-Poland All Party Group, a member of the United Kingdom-Gibraltar All Party Group and a member of a number of All Party Groups relating to Europe.

Sir John Stanley declared non-pecuniary interests as Chairman of the United Kingdom-Republic of Korea All Party Group, Chairman of the United Kingdom-Nepal All Party Group, Vice Chairman of the United Kingdom-Japan All Party Group, Vice Chairman of the All Party Group on Child Abduction, a member of the executive of the Commonwealth Parliamentary Association and a member of the executive of the United Kingdom-United States All Party Group.

Mr John Maples declared non-pecuniary interests as the Vice Chairman of the United Kingdom-United States All Party Group and a member of the Council of Chatham House.

Mr Donald Anderson declared non-pecuniary interests as a member of the board of the charity Mercy Ships, a member of the executive of the Commonwealth Parliamentary Association, a member of the executive of the International Parliamentary Union, a member of the United Kingdom-Norwegian All Party Group, a member of the United Kingdom-French All Party Group, a member of the United Kingdom-South Africa All Party Group, a member of the United Kingdom-Netherlands All Party Group and a member of the United Kingdom-Spanish All Party Group.

Resolved, That the Committee takes note of the procedures for safeguarding classified evidence.—(The Chairman.)

Resolved, That the Committee do inquire into relations between the United Kingdom and the United States, and the implications of US foreign policy for United Kingdom interests.—(The Chairman.)

Resolved, That the Committee do visit the United States in November in connection with its inquiry into British-US Relations.

Ordered, That the Chairman and Mr Mackinlay represent the Committee at the Conference on the Parliamentary Dimension of the New European Security and Defence Policy in Brussels on 17 and 18 September.—(The Chairman.)

Ordered, That the Chairman and Clerk do visit Brussels to attend the Conference of Foreign Affairs Committee Chairmen on 22 and 23 October.—(The Chairman.)

Ordered, That the Chairman do seek the approval of the Liaison Committee for expenditure in connection with the said visits.

Motion made, and Question put, That the Chairman do write to the Secretary of State requesting answers to the following questions:

  • What instructions and guidance FCO has given to British ambassadors and high commissioners overseas as to the circumstances in which they should seek a letter from the Prime Minister in support of the commercial activities of a British company, and if he will supply the Committee with a copy of any such instructions or guidance?

  • Whether he is satisfied that the draft letter for the Prime Minister submitted by the British Ambassador to Romania in support of the acquisition of Sidex by Mr Lakshmi Mittal's company was in accordance with any such instructions or guidance?

  • Who initiated, and on what date, the draft letter for the Prime Minister submitted by the British Ambassador to Romania in support of the acquisition of Sidex by Mr Lakshmi Mittal's company?

  • If he will provide the Committee with a list of any such similar letters for the Prime Minister submitted by British Ambassadors and High Commissioners overseas since the beginning of the present Parliament, giving in each case brief details of the contract or investment concerned, and the date the letter was initiated?—(Sir John Stanley)
