I undertook to come back to the Committee on
the guidelines for free and fair elections. Following the measures
imposed by the EU General Affairs Council on 28 January, the Council
published an annex to its conclusions, which set out a summary
of the norms and standards by which the EU would judge whether
the election was free and fair.
Those norms and standards are largely drawn
from the SADC Parliamentary Forum of March 2001. The benchmarks
are high. But they provide an agreed basis by which the EU will
judge the conduct and outcome of the Presidential election on
9-10 March. I have set out the norms and standards below.
