I write following our recent correspondence
on the Private Military Companies Green Paper. I promised to forward
more examples of contracts which the FCO has for security guards
and security management services for Posts. A selection of these
is enclosed for Africa and South America.
I also enclose a note of the Birmingham seminar
held on 24 June which revealed a wide range of views including:
a ban on direct participation in hostilities abroad by individuals
and companies; combined licensing of companies, their scope of
operation and individual contracts entered into; company registration
and self-regulation. The problem of defining actors and activities
was a recurring theme.
As you know, the Green Paper consultation period
runs until 12 August. My officials will be evaluating responses
received and putting forward an analysis and proposals to me in
the autumn.
I look forward to receiving your Committee's
report, which I understand may be published by the end of the
month.
