COSTS

    —  Economic costs between £3.6 billion and £6.8 billion

    —  Economic and social costs between £10 billion and £18.8 billion

    —  Annual cost for non-problematic users (ie—young recreational non-problematic users and older non-problematic regular users): less than £20

    —  Annual costs for problem users (users of any age whose drug use is no longer controlled or undertaken for recreational purposes and where drugs have become a more essential element of the individual's life) £11,000.

ACHIEVEMENTS

    —  Education policies in 93 per cent of secondary and 75 per cent of primary schools

    —  Arrest referral schemes in 41 of 43 custody suites

    —  More than 21,000 arrestees interviewed by arrest referral worker between October 2000 and March 2001

    —  Mandatory drug testing in prisons positive results dropped from 24 per cent in 1996-97 to 12 per cent in 2000-01

    —  Seizures in first three quarters of 2001-02: 3.3 tonnes of heroin and 9.2 tonnes of cocaine

    —  99 per cent of Health authorities in England have needle exchange schemes.
