4. Personal Social Services Resources and
Activity
4.1 Could the Department provide a table showing
the latest figures on waiting times for receipt of care packages
in each social services department?
1. Information on waiting times is contained
in the report of the first year roll-out of the Referrals Assessment
and Packages of Care census for 2000-01, which can be found on
the DH Home Page of Internet at www.doh.gov.uk/rap.htm.
2. In the RAP survey, Councils with responsibilities
for social services (CSSRs) reported 115,000 new clients received
a first service (out of a package of care). 53,000 clients were
reported as having received all specified services out of the
care package. The following table gives the figures for England:

Notes:
1. As the RAP report notes, the sections on waiting times
were not well completed and the figures in the tables above are
based upon the total of information provided, rather than being
grossed up to national estimates. It is not known how representative
the responding authorities are in relation to other authorities
with respect to these data, but this may become clearer once the
results for the 2001-02 exercise are to hand (note 4).
2. Given the poor response in 2000-01, it is not possible
to provide information at the local authority level. The figures
in the table are based on results from only 52 and 34 authorities
respectively out of 150 authorities in all.
3. The figures in the table are in terms of receipt of
service. The RAP report provides information also on time between
first contact and completion of assessment (for new clients).
This shows that there were 271,000 new clients who received a
completed assessment during the period. About 40 per cent of
these were assessed within one week of contact. Only 6 per cent
of known new clients waited for more than six months.
4. Data for 2001-02 are currently being collated, but
will not be published until late 2002.

4.2 Could the Department provide a breakdown by PCT of

1. The Department does not collect this information routinely.
2. The guidance on free nursing care that was issued
in September 2001 emphasised the need for Health Authorities and
Primary Care Trusts to have systems in place to ensure that invoices
from care homes are processed promptly.

Assessments (SSAs) for social services in the latest year, by
local authority, and SSA sub-block, in cash, per capita, per capita
of relevant population and per client? Could the Department also
provide a table comparing the change in the total PSS SSA between
the last two years for each local authority? [5.1]
1. SSAs for social services for 2002-03, by local authority
and SSA sub-block, in cash, per capita and per capita
of relevant population are shown in Tables 4.3.1, 4.3.2 and 4.3.3.
2. PSS SSA allocations are calculated on the basis of
need for services (adjusting for differing costs of service provision),
so that authorities are essentially provided with the same level
of funding for the same level of service need (as measured by
a series of socio-economic indicators) for each PSS service-type.
This means that individual local authorities' PSS SSA allocations
will not normally be directly comparable on a per capita
basis.
3. Table 4.3.4 compares the change in the total SSA for
social services between 2000-01, 2001-02 and 2002-03 for each
local authority. In recent years there have been a number of
transfers of function In order to give a true comparison of the
increase in funding the 2001-02 and 2000-02 SSA figures have been
adjusted to take account of these transfers. The three adjustments
for 2001-02 are described below, they have been added up and then
deflated by the GDP deflator. Previous changes and adjustments
to the 2000-01 SSA figures were set out in the answer to question
5.1 of last year's enquiry HC242.
(i) Children Leaving Care. £109.5 million was transferred
from the Children's SSA sub-block to the Children's Grant in 2002-03
to reflect changes which took place on 1 October 2001 to the way
that services for children leaving care are funded;
(ii) National Care Standards Commission (NCSC): From
April 2002, the NCSC took over responsibility from local authorities
for registration and inspection of social care providers. £49
million was transferred from the PSS SSA for 2002-03 to the NCSC
to reflect this change of responsibility;
(iii) Guardians Ad Litem and Reporting Officers (GALROs):
In 2002-03 a further £2.9 million was transferred from the
Children's SSA sub-block to the Lord Chancellor's Department who
took over responsibility for the GALROs service from authorities
in 2001.
