4.15 Fees, Charges and Grants
4.15.1 Could the Department supplement this with a breakdown
of proportion of patients on each social services rate (eg £35,
£70, £105) per PCT?
1. Preliminary information that was available from Regions
on the position at the end of December 2001, indicated that around
80 per cent of the nursing homes with self funding residents eligible
for NHS funded nursing care had had their residents' needs for
care determined by a registered nurse at that time. The remainder
was largely completed by the end of February. Of those whose needs
had been determined, around 19 per cent had been allocated to
the low band (£35pw); 58 per cent to the middle band (£70pw);
and 22 per cent to the high band (£110pw).
2. A small survey undertaken in March and April of this
year of a sample of 355 residents supported by councils, showed
a not dissimilar breakdown across the bands: 11per cent in the
low band; 67 per cent in the middle band; and 22 per cent in the
high band. Councils with Social Services Responsibilities continue
to be responsible for funding these residents' care, including
their care from a registered nurse. The NHS takes on responsibility
for funding this group's care from April 2003.
4.15 Fees, Charges and Grants
4.15.6 Could the Department provide details of the volume
of specific or special grants made available, by the Department,
to social services departments for the years 1997-98 to 2002-03?
Could the Department provide a full explanation of any changes,
introduced this year, to the volume, the purpose or the monitoring
arrangements for any of the grants? [5.13]
