Select Committee on Procedure Second Report

ANNEX

Appointment and discharge of Chairmen of Ways and Means, 1832-2002, Deputy Chairmen of Ways and Means (1902-2002), and Second Deputy Chairmen of Ways and Means (1971-2002)

The following table lists the names of Chairmen, Deputy Chairmen and Second Deputy Chairmen of Ways and Means since 1832, together with the dates (if known) of their appointment and discharge, and the Speakers under which they served.

Before 1910 the appointment of Chairman of Ways and Means was always made in the Committee of Ways and Means, the Committee of Supply or other Committees of the whole House (although, if opposed, the motion had to be taken in the House itself). The full minutes of proceedings of meetings in Committee were not recorded in the House of Commons Journal until 1900, and thus the precise dates of appointment of Chairmen before this date cannot be determined with absolute certainty. In most cases the date given has been that on which the Chairman makes his first report from the Committee to the House. In a number of instances, Committees of Ways and Means and of Supply appear to have met at the commencement of a Parliament before the appointment of a permanent Chairman; in the interim, Government Whips or junior Ministers appear to have undertaken the duty of reporting from the Committee until a chairman was appointed.

Where the information is available, details are given of the member of the Government moving the motion for appointment.

Dates in bold indicate occasions where appointments have been taken up at the start of a Parliament or have lapsed on Dissolution. Additional information is drawn from the current or previous editions of Erskine May and from the Dictionary of National Biography (DNB). Abbreviations are used as follows:
