The Committee deliberated.

Mr Brian Glicksman, Treasury Officer of Accounts, was further examined.

The Comptroller and Auditor General's Report on Joining up to Improve Public Services (HC 383) was considered.

Mavis McDonald, CB, Permanent Secretary, Office of Deputy Prime Minister and Cabinet Office, was further examined; Ms Louise Casey, Rough Sleepers Unit, Ms Naomi Eisenstadt, Director, Sure Start, Ms Vanessa Hogbin, Quality Management Team, Small Business Service, and Mr Stephen Mitchell, General Expenditure Policy, HM Treasury, were examined; and Mr Michael Whitehouse, Director, Value for Money Development and Modernising Government, National Audit Office, was examined (HC 471-i).

Draft Report (Regulating Housing Associations' Management of Financial Risk), proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.

Paragraphs 1 to 3 read and agreed to.

Paragraph 4 postponed.

Paragraphs 5 to 40 read and agreed to.

Postponed paragraph 4 read and agreed to.

Resolved, That the Report be the Thirteenth Report of the Committee to the House.

Ordered, That the Chairman do make the Report to the House.

Ordered, That the provisions of Standing Order No. 134 (Select Committee (Reports)) be applied to the Report.
