NOTE: Assumptions

1.  General Elections occurring at four-year intervals

2.  Elected members elected in halves

3.  First direct elections for second chamber would take place alongside the next General Election, and continue to be held alongside General Elections.

4.   60 per cent of members would be elected by time of c.2013 General Election, with 40 per cent appointed by the Appointments Commission

5.  Hereditary peers would leave the second chamber when the second chamber reform act takes effect.

6.  All life peers would stay in the second chamber until the next General Election

7.  There would be two indirect elections among life peers, held just before General Elections, with 250 remaining after the c.2005 General election and 100 after the c.2009 General Election.

8.  Appointments to be made in instalments, but represented here in large blocks for simplicity of presentation.

9.  Law Lords and Bishops would leave the second chamber at the c.2009 General Election.
