Memorandum by Lord Hylton (LR 4)

  Thank you for sending me a copy of your note of 21 November. I enclose a copy of the evidence I put into the Royal Commission. This is now two and a half years old, but I have not changed my views much since then. What I was then proposing is, I believe, superior in many ways to the ideas expressed in the recent government White Paper.

  I very much hope that your committee's enquiry will help to produce a consensus between the two Houses. I happen also to think that the House of Commons also needs reform, and would be improved by a greater separation of powers, so that the government of the day no longer had its huge payroll vote of ministers, junior ministers, PPS's and whips.
