I am one of the longest-serving parliamentarians,
having been in the House of Commons from 1945 to 1979 and in the
House of Lords since then.
I enclose a copy of the speech which I made
during our debate on this matter last week, and would ask you
to accept this as an expression of my views on this matter.[2]
Although I see no need for reform, I accept
that among all parties there is a demand for it. However, I do
feel that, in order to maintain plenty of members with experience
of responsibility and with expertise, the number of elected members
should be kept to a minimum.
