With reference to your note of 21 November to
members of the House of Lords on your House of Lords Reform Inquiry.
I thought you might like to see a paper which I have submitted
to the Lord Chancellor on behalf of a group of six independent
peers who have been studying the proposals for the final stage
of reform of the House of Lords. It may need to be revised or
amended in the light of the debate taking place in the House of
Lords today and tomorrow, if so, I will make sure that you have
a revised copy.
