Memorandum by The Lord Stevenson of Coddenham, CBE (Chairman), House of Lords Appointments Commission (LR 41)

  I enclose, as background, a brief factual paper which sets out the role of the Appointments Commission and our approach to the first round of appointments which we announced in April last year. I would be pleased to elaborate on this at the hearing.

  As you might expect, the Commission has been considering the evidence we should offer to the Government in response to its consultation exercise. We take the view that we should restrict ourselves to issues which relate to our remit and offer observations based on our practical experience of running the first round of appointments. We have not discussed the core issues set out in the Government's White Paper, for example, the balance between elected, nominated and ex officio members and between political and independent members; the timing of elections; and lengths of terms for elected and appointed members. Nor have we made the assumption that the current Commission will evolve into the statutory Commission and considered its much broader remit.
