Letter to the Parliamentary Commissioner for Standards from Mr Roy Beggs MP

The District Valuer assessed at your request office rental for 41 Station Road, Larne at £2,340.00 p.a. for the period 1/4/88-31/3/93.

Since Valuation and Lands Agency on behalf of Northern Ireland Housing Executives had valued and agreed with Robert Stirling & Co. on behalf of Mrs Beggs a higher value for 8 Glynn Road, Larne than the purchase price of 41 Station Road Larne, it would be reasonable to assume that the former office at 8 Glynn Road, Larne, had the same rental value from 01/04/88 until 31/11/89.

On that basis 5 years rental @ £2,340.00    —   £11,700.00

In that 5 year period actual Rent allowance claimed was —    8,217.43

ie. underclaimed rent £7,740.00 - £6,017.43 = £1,722.57

Rent for 01/04/93-31/03/94 and 01/04/94-31/03/95 was as valued by District Valuer @ £2,600 per annum. Rent claimed 01/04/95- 31/03/98 totalled £7,858.05 an average of £2619.35 per annum ie. £19.35 per annum above the District Valuer's assessment. This has been repaid to the Fees Office.

The Valuation at £3,016 per annum is very low for the period 01/04/98 to 31/03/2003. The rent charged to me is closer to the actual open market value and the independent assessment provided from DTZ McCombe Pierce at £4,000 pa from 01/04/2000.

I have returned £160.00 of rent charged @ £4,160 for 1999-2000 to the Fees Office.

Independent Valuer's assessment not available for 01/04/98-31/03/00. Taking account overall of rent claimed and assessment, of District Valuer from 01/04/88-31/03/00 it could be argued that there is an overclaim of £1,868 and also underclaims of £1,722.57 or £3,482.57 giving an overclaim of £145.43 or an underclaim of £1,614.57.

I do not propose to claim underclaimed calculation.

I will accept advice on whose rental assessment is payable.
