Letter to the Parliamentary Commissioner
for Standards from Mr Archy Kirkwood MP
Thank you very much for your letter of 15 March about
Mr Bruce's fifth complaint in which he alleges that donations
were made by JRRT Ltd to my constituency association of £400
in 1995, £2000 in 1997 and £850 in 1999, none of which
were entered in the Register.
The £400 in 1995 was given to the association
for local authority election related purposes. £300 was towards
the costs of their campaign for council seats on Scottish Borders
Council and £100 was towards the preparation of a case to
raise an election petition to challenge the returning officer's
decision on the result of the council election in Southdean Ward.
The amount was below £500, and was for local council campaigning/candidates;
I do not believe it needed to be registered by me.
I confirm that the £2000 in 1997 was an election
contribution relating to my own election campaign that year and
that I registered it as such.
I confirm that I wrote to the Registrar on 4 January
2000 about the £850 which had been given to my association
in December 1999, but was advised that it was not necessary for
me to register it (see enclosed copy of the Registrar's reply).
The money was used by the association for part payment of a printing
machine.
None of these donations could be anticipated by me
in advance.
