Memorandum by Torfaen Friends of the Earth
GREEN PAPER ISSUED 12 DECEMBER 2001"PLANNING:
DELIVERING A FUNDAMENTAL CHANGE"
Friends of the Earth Cymru's planning panel
and Friends of the Earth (UK) advisor Huw Ellis have asked that
I write to you on matters arising from the above Green Paper.
Planning is a devolved matter for the Regional
Bodies of Northern Ireland, Scotland and Wales, but planning legislation
remains at Westminster and any Act of Parliament arising from
this Green Paper will apply to these bodies despite Scotland's
greater powers. This raises the need for Primary Legislation to
ensure that devolved bodies are able to implement their own proposals
such as "Walesplanning delivering for Wales"
which is a little more environmentally friendly than the Green
Paper and has a "Welsh dimension"!
There is already strong concern about Parliament
taking powers for "major infrastructures" which are
unfair to the devolved regional bodies of Wales, Northern Ireland
and Scotland who are and should continue to be the appropriate
bodies to decide these matters.
