I have seen Gwyneth Dunwoody's letter of 23 January to Lord Birt, inviting him to give evidence as part of the Committee's Inquiry into the review of the 10 Year Plan for Transport. As Director of the Forward Strategy Unit, I have been asked to reply.

As you know, the role of the Forward Strategy Unit (FSU) is to provide long-term strategic analysis to the Prime Minister and other Cabinet Ministers on a range of issues. Lord Birt, as the Prime Minister's unpaid strategy adviser, works with the Forward Strategy Unit on these issues. He has no executive role.

The nature of your inquiry and the evidence you seek is very much the responsibility of the Department of Transport, Local Government and the Regions. Willy Rickett, Director General, Transport Strategy, Roads, Local and Maritime, is working with the FSU on transport issues. I understand that he is giving evidence to you today, and Ministers have asked me to convey to you that they would like him to represent them in answering any questions you might have on the longer-term issues relating to transport.
