THE ECONOMIC IMPACT OF THE END OF LIFE VEHICLE
DIRECTIVECERTIFICATE OF DESTRUCTION
I am pleased to let you have details of the
proposed Certificate of Destruction required under the provisions
of Article 5 of the EC Directive on End of Life Vehicles.
The Directive states that end of life vehicles
are to be delivered to permitted treatment facilities by the last
registered keeper. The proposal is for the keeper to be issued
with a certificate, to be known as the Certificate of Destruction
(CoD). In the UK, generation of the certificate will trigger an
electronic notification to the Driver and Vehicle Licensing Agency
(DVLA). This will update the vehicle record and end the keeper's
responsibility for the vehicle. We are working with members of
the motor trade and representatives of the salvage industry to
develop this system.
There is already a legal requirement for last keepers
to notify when a vehicle is broken up. Electronic links should
encourage notifications by making the process easier. In addition,
notification must occur before a CoD is issued.
DVLA has in place a pilot which has been running
successfully since 25 May. It aims to provide a simple cost-effective
electronic system which places as light a burden as possible on
the trade and vehicle keepers alike. Initially, it facilitates
the processing of the Notification of Destruction, the form currently
in use for salvage dealers to notify DVLA of the destruction of
a vehicle. In the longer term it will be capable of producing
the Certificate of Destruction. The Motor Vehicle Dismantlers
Association and British Vehicle Salvage Federation provided nominees
to take part in this pilot and fully support the proposed arrangements.
Further development is being taken forward in
close consultation with officials in the Department of Trade and
Industry (DTI). Details will be finalised after completion of
the DTI consultation exercise on 2 November. In the meantime,
discussions with the motor trade and salvage industry are continuing.
