Chief Executive of the Pension Service (PS 02)

The Work and Pensions Select Committee took evidence from The Pension Service on 12 June 2002.
During the hearing of The Work and Pensions Select Committee, members asked for further information on a number of issues. I enclose answers to the questions raised in the attached annex. Please let me know if you require any further information.

Annex A
1. To provide details of the revised roll- out of the Pension Centres and the migration details of Retirement Pension (RP) and Minimum Income Guarantee (MIG) work to them from the current network of former Benefits Agency offices.
The graph below shows the planned rollout of Pension Centres including the extension at Tyne View Park, Newcastle. It is planned to have all sites open by June 2004 with the vast majority open by the end of this year. At the end of June 2002 10 Pension Centres were operational.

The schedule at Annex B shows the migration of MIG and RP work from local offices to Pension Centres through to April 2004. However, precise dates for moves are only confirmed 3 months in advance and all dates will be subject to change based on staff recruitment, training and work in hand at each Social Security Office and Pension Centre.
2. Provide figures for the number of staff already recruited for the local service and Pension Centres, by Government Office Region.

In addition there are over 4,200 people currently undertaking processing activity in Social Security Offices.
3. To provide figures for the allocation of staff in the local service ie how many will be working in London, East Anglia etc and how has this been modelled?
The figures for Local Service staff in each GOR are shown in table 1, above. The level of Local Service staffing was determined using historical data based on the volume of visits to pensioners carried out by the Benefits Agency, and assumptions about the proportion of pension age callers to Benefits Agency offices. We estimate that approximately 1,100 staff where previously employed on delivery of local services to pensioners within the Benefits Agency. The proposed staffing of 2,433 staff on Local Service therefore represents a significant increase.
This increase in staff numbers supports a number of wider policies. It helps deliver The Pension Service aim to continue to make major improvements to the service delivered, ensuring that The Pension Service has the capacity to give customers the information and support that they want when they need it. It enables the development of outreach work and supports the commitment to provide face-to-face services in the places where customers have told us they feel most comfortable. This greater flexibility will enable us to tackle the issues of pensioners in rural communities and the needs of the pensioners in the inner cities. The increase also recognises that face-to-face services are key to increasing the take-up of benefit entitlements by the most isolated and socially excluded pensioners.
4. How has the assumption of how many pensioners will access the local service (20 per cent) been calculated?
An assumption has been made that approximately 2,000,000 pensioners will utilise Local Servicenearly 20 per cent of the pensioner population. This is based on the estimated number of pensioners who are likely to need assistance because they live alone with a disability or are in residential care. Allowance has also been made for the growing number of pensioners from diverse ethnic backgrounds.
5. To provide clarification of conditions for receiving a home visit?
Evidence suggests that pensioners prefer dealing with this Department via the telephone and we expect the vast majority of our customers to do so, as this is the most effective and efficient route. Naturally some people will need, or prefer to have a home visit and pension centre staff will be trained to identify circumstances where a customer would be unable to transact their business over the telephone and need the support of local services. These customers will be referred to local services who will either arrange for the customer to be seen by appointment at a local surgery or in their own homes. We have designed the local service to allow us to deal with this.
The type of circumstances that merit local service involvement will tend to relate to customer's physical or mental capabilities, as well as the needs of our increasing diverse ethnic pensioner base. Where a customer who does not meet these criteria insists on a home visit we would seek to meet that customers needs. The local service is not designed to be a "visiting on demand" service and we would expect that occasions when a customer who is able to conduct their business by phone but insists on a personal visit to be rare. A very successful visiting service was run in the BA and we have learnt from best practise in designing the local service, which combines elements of the Visiting Officer job and District Information Officers with new partnership working tasks.
6. To provide the latest figures for the non- take up of MIG and information about how frequently it's calculated.
DWP publish take-up statistics, for income-related benefits, annually in a National Statistics publication entitled the "DWP Family Resources Survey". (This document can be found on the DWP Website, under Statistics and in the House of Commons Library). The most recent years statistics were published in September 2001, for the year 1999-2000. Estimates of pensioners' take-up of MIG are subject to a wide margin of uncertainty. The figures released last year reported that between 390,000 and 770,000 pensioners were entitled to but not claiming Income Support. The estimated Income Support take-up rate was between 64 per cent and 78 per cent.
7. The predictions/ calculations of figures for take-on of Pension Credit and reconciliation of figures given in the submitted memorandum and by Baroness Hollis?
By the time that Pension Credit replaces the Minimum Income Guarantee in 2003, it is estimated that 4.1 million households (5.3 million individuals) stand to gain. By October 2003 we will have automatically transferred 1.8 million MIG households to Pension Credit. By the end of the take-on period in late 2004, we will be paying a further 1 million households. This will bring us to a total of 2.8 million Pension Credit households. This is around 67 per cent of the total number of households that could be entitled to Pension Credit.
