NB: Devolution has removed the scrutiny of most private legislation from Westminster to the Scottish Parliament. Draft Provisional Orders and Order Confirmation Bills will still be necessary for any reserved matters, such as defence, and for any railways etc. that may fall in England as well as Scotland.
