| On Second Reading of the Fire Services Bill, to move, That this House declines to give a Second Reading to a Bill which will exacerbate the current industrial dispute within the fire service, making a reasonable settlement more not less difficult to achieve, and which will have the effect of souring the industrial relations climate within the fire service, the public sector and the economy more generally.

| That this House declines to give the Fire Services Bill a Second Reading because it will fail to achieve the objective of ending the industrial dispute between the fire authority employers and the Fire Brigades Union and could exacerbate it; because it is a draconian and centralist solution when alternative legislative approaches could be adopted, including requiring a secret postal ballot of all FBU members and compulsory, independent arbitration within the financial and modernisation framework of the Bain Review; and because the powers are being transferred to the Secretary of State with no time limitation or mechanism for their being returned to local authorities.
