    '(1)   No part of this Act shall come into force until such time as the Secretary of State has—

      (a) published the scientific evidence which expressly supports a ban on deer hunting from an animal welfare perspective;

      (b) published the scientific evidence which expressly supports a ban on hare hunting from an animal welfare perspective;

      (c) published the scientific evidence which expressly supports a ban on hare coursing from an animal welfare perspective;

      (d) published the scientific evidence which expressly supports a ban on the use of dogs below ground from an animal welfare perspective;

      (e) commissioned and published independent scientific research into the animal welfare implications of the different methods of culling wild mammals to show which cause significantly less suffering in order to enable an applicant for registration to meet the second test in section 10(3);

      (f) commissioned and published research into wounding rates for the culling of the different quarry species by shooting;

      (g) commissioned and published the further research identified in paragraph 9.55 of the Report of the Committee of Inquiry into Hunting with Dogs in England and Wales (Cm. 4763); and

      (h) commissioned and published research into the impact on the hare population of the ban on hare hunting and coursing.

    (2)   All scientific research or publication of evidence in pursuance of subsection (1) shall be overseen by an independent panel appointed by the Secretary of State and comprising scientific experts from the Royal College of Veterinary Surgeons and the Universities Federation for Animal Welfare who are free from bias on the issue of hunting with dogs.'.
