    '(1)   Section 1 of the Police (Northern Ireland) Act 2000 (c. 32) (name of the police in Northern Ireland) is amended as follows.

    (2)   In subsection (2) for "Police Service of Northern Ireland" substitute "Police Service—the Royal Ulster Constabulary".

    (3)   In subsection (4) for "The Police Service of Northern Ireland Reserve" substitute "the Police Service Reserve—the Royal Ulster Constabulary".'.


Consultation on policing objectives

       'In section 24 of the Police (Northern Ireland) Act 2000 (c. 32) (Secretary of State's long term policing objectives) for subsection (2) substitute—

    "(2)   Before determining or revising any objectives under this section, the Secretary of State shall consult the Board and the Chief Constable with a view to obtaining their agreement to the proposed code of practice or revision.

    (2A)   Before determining or revising any objectives under this section, the Secretary of State may also consult—

      (a) the Ombudsman;

      (b) the Northern Ireland Human Rights Commission;

      (c) the Equality Commission for Northern Ireland;

      (d) such other persons as the Secretary of State considers appropriate.".'.


Majority of Board to approve inquiries under section 60

    '(1)   Paragraph 18 of Schedule 1 to the Police (Northern Ireland) Act 2000 (procedure for decisions of Board relating to Inquiries under section 60) is amended as set out in subsections (2) and (3).

    (2)   For sub-paragraph (5) substitute—

          "(5)   The Board shall not take any of the steps mentioned in sub-paragraph (1)(a) unless a proposal to that effect has been approved by a majority of members of the Board.".

    (3)   For sub-paragraph (6) substitute—

          "(6)   The required number of members is a majority of the Board.".'.

    '(1)   Section 26 of the Police (Northern Ireland) Act 2000 (the Board's policing plan) is amended as follows.

    (2)   In subsection (2) omit paragraph (b).

    (3)   Omit subsections (3) and (4).

    (4)   In subsection (5)(b) for "consultation with" substitute "obtaining the agreement of".

    (5)   In subsection (6) after "State", insert "and the First Minister".'.


POLICE (NORTHERN IRELAND) BILL [LORDS] (PROGRAMME) ORDER (10TH FEBRUARY)

That the following provision shall apply to the Police (Northern Ireland) Bill [Lords]—

Committal

    1.   The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

    2.   Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Tuesday 4th March 2003.

    3.   The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

    4.   Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

    5.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

    6.   Sessional Order B (programming committees) made by the House on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

Other proceedings

    7.   Any other proceedings on the Bill (including any proceedings on consideration of any message from the Lords) may be programmed.


POLICE (NORTHERN IRELAND) BILL [LORDS] (PROGRAMME) (NO. 4) ORDER (26TH MARCH)

   


That the programme order of 10th February 2003 in relation to the Police (Northern Ireland) Bill [Lords] be further varied as follows—

Consideration and Third Reading

    1.   Paragraphs 4 and 5 of the order shall be omitted.

    2.   Proceedings on consideration and Third Reading shall be concluded in two days.

    3.   Proceedings on consideration shall be taken on each of those days as shown in the first column of the following Table and shall be taken in the order so shown.

    4.   Proceedings on the first day shall be brought to a conclusion six and a half hours after the commencement of proceedings on that day or at the conclusion of the proceedings set down for that day, whichever is earlier.

    5.   The proceedings shown in the first column of the table shall (so far as not previously concluded) be brought to a conclusion at the time specified in the second column of the Table.
