EUROPEAN PARLIAMENTARY AND LOCAL ELECTIONS (PILOTS) BILL (PROGRAMME)
Motion made, and Question put forthwith, pursuant to Orders [28 June 2001 and 29 October 2002],
- That the following provisions shall apply to the European Parliamentary and Local Elections (Pilots) Bill:
Committal
1. The Bill shall be committed to a Standing Committee.
Proceedings in Standing Committee
2. Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on Thursday 30th October 2003.
3. The Standing Committee shall have leave to sit twice on the first day on which it meets.
Consideration and Third Reading
4. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.
5. Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.
6. Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.
Other proceedings
- Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further messages from the Lords) may be programmed.—[Margaret Moran.]

EUROPEAN PARLIAMENTARY AND LOCAL ELECTIONS (PILOTS) BILL [MONEY]
Queen's recommendation having been signified—
Motion made, and Question put forthwith, pursuant to Standing Order No. 52(1)(a) (Money resolutions and ways and means resolutions in connection with Bills),
- That for the purposes of any Act resulting from the European Parliamentary and Local Elections (Pilots) Bill it is expedient to authorise—
(1) the payment out of money provided by Parliament of—
(a) any expenses of the Secretary of State in making arrangements for the purposes of the Act in connection with the holding of the European Parliamentary general election of 2004;
(b) any increase attributable to the Act in the sums so payable under any other enactment.
(2) the payment out of the Consolidated Fund of any increase attributable to the Act in the sums which under any other Act are payable out of that Fund.—[Ruth Kelly.]
