1Industrial Development (Financial Assistance) Bill,—Secretary Patricia Hewitt, supported by the Prime Minister, Mr Secretary Prescott, Mr Chancellor of the Exchequer, Mr Secretary Murphy, Mrs Secretary Liddell, Secretary Peter Hain and Alan Johnson, presented (under Standing Order No. 50 (Procedure upon bills whose main object is to create a charge upon the public revenue)) a Bill to amend section 8(5) of the Industrial Development Act 1982: And the same was read the first time; and ordered to be read a second time to-morrow and to be printed [Bill 5].

2Queen's Speech (Motion for an Address),—The Order of the Day being read, for resuming the adjourned Debate on the Question proposed on 13th November, That an humble Address be presented to Her Majesty, as follows:

3Business of the House,—Ordered, That, at the sitting on Thursday 21st November—

(a) notwithstanding the provisions of Standing Order No. 16 (Proceedings under an Act or on European Union documents) the Speaker shall put the Questions necessary to dispose of proceedings on the Motion in the name of the Prime Minister relating to Fisheries not later than four hours after their commencement; and

(b) notwithstanding the practice of the House in relation to motions relating to the Committee of Selection, the Motion in the name of Mr Keith Hill relating to the Committee of Selection may be made during the time of public business and the Speaker shall put the Questions necessary to dispose of proceedings on it not later than one hour after their commencement,

We, Your Majesty's most dutiful and loyal subjects, the Commons of the United Kingdom of Great Britain and Northern Ireland, in Parliament assembled, beg leave to offer our humble thanks to Your Majesty for the Gracious Speech which Your Majesty has addressed to both Houses of Parliament;

And the Question being again proposed:—The House resumed the adjourned Debate.

An Amendment was proposed to the Question, at the end, to add the words ‘but humbly regret the absence of a Bill to ensure the impartiality of the Civil Service; and further regret the centralising nature of measures on regional and local government, housing and planning; note the absence of measures to end insecurity in old age with no Bill to abolish the annuity rule or tackle the crisis in the pension system; further regret that the Gracious Speech contains no measures to deliver a health service in which no patient is left waiting, but seeks unfairly to charge local authorities for bed-blocking in hospitals, and to grant foundation status only to a small number of hospitals; are concerned at the failure to reduce the burden of regulation on business and to tackle the crisis in the rural economy; welcome the Bill to create a Railway Accident Investigation Branch, along lines recommended by Her Majesty's Official Opposition, but condemn the failure to address the worsening transport crisis or to improve conditions for passengers, motorists and businesses; and further regret the failure to give more control over schools to parents and governors, to restore teacher morale, and to improve confidence in the examination system and universities.'.—(David Davis.)

4European Standing Committee B,—Miss Ann Widdecombe reported from European Standing Committee B the following Resolution:

That the Committee takes note of European Union Document No. 12839/02, the Commission Strategy Paper and Report on progress towards accession by each of the candidate countries with Addenda 1 to 13, the 2002 Regular Reports on progress by individual candidate countries; welcomes the Government's continuing commitment to European Union enlargement; and supports the Government's aim that the European Union complete negotiations with ten candidates by the end of this year, so that they can participate in the European Parliament elections in 2004 as Member States.

An Amendment was proposed to the Question, at the end, to add the words ‘welcome measures in the Gracious Speech to improve criminal justice, despite the failure of the Government's previous 12 such Acts to deliver improvement; further welcome measures to reform the excessively bureaucratic legislation previously introduced to curb anti-social behaviour, and other measures, proposed by Her Majesty's Official Opposition, to protect the public from sex offenders; but deplore proposals within the European Arrest Warrant that could lead to the arrest of people in Britain for actions which are not crimes in Britain, or to the deportation of British people for trial in judicial systems where there is no presumption of innocence; will study with concern any proposals for the restriction of the “double jeopardy” rule, or the introduction of past convictions into court proceedings; and regret the failure of the Government to address the central issues of crime today, such as the lack of true neighbourhood policing, the falling rates of detection and the lack of a coherent strategy to lift young people off the conveyor belt to crime.'.—(Mr Oliver Letwin.)

Another Amendment was proposed to the Question, at the end, to add the words ‘but humbly regret that the Gracious Speech distracts from sound policies which deal effectively with crime and its causes by proposing further untried quick fixes and measures which threaten civil liberties and the rights of defendants; believe that Government proposals for health and social care unfairly punish social services for Government failure, fail to provide proper democratically accountable decentralisation and create inequitable distinctions in funding between foundation hospitals and others; regret the lack of provision for free personal care for elderly and disabled people and the failure to tackle the pension crisis; note that the Government has failed to put the environment at the heart of its legislative agenda and address the crisis in the public transport system; note the 7 per cent. real terms reduction in funding per student by Government since 1997, and the failure to rule out top-up fees, allow the Welsh Assembly to operate its own student funding arrangements for Wales or re-open the Tomlinson Inquiry into A Level grade fixing; regret the continued failure of the Government to provide for a referendum on a fair voting system for the House of Commons; and regret the absence of the promised Bill to protect the Civil Service from politicisation and of Government measures to tackle the steep inequalities which continue to afflict the most disadvantaged members in society.'.—(Simon Hughes.)

An Amendment ((a)) was proposed to the Question, in line 13, to leave out from the word ‘fishing' to the end of the Question and add the words ‘calls on the Government to resist any proposal for inappropriate and excessive cuts in fishing effort and Total Allowable Catches for 2003, to confirm the 6 and 12-mile access restrictions on a permanent basis, to continue relative stability (including the Hague Preference) and retain the Shetland Box, and to seek the early review of third country agreements; believes that future policies must be based on Regional Management Committees through which fishermen would work with scientists and governments to agree sustainable and fairly enforced zonal management for their local fisheries; and calls on the Government to work with the devolved administrations and the fishing industry to produce its promised strategy for the long-term sustainable future of the UK fishing industry and to seek backing for this strategy at meetings of the EU Fisheries Council', instead thereof.—(Andrew George.)
