1First Standing Committee on Delegated Legislation,—Mrs Marion Roe reported from the First Standing Committee on Delegated Legislation the draft Fur Farming (Prohibition) (Northern Ireland) Order 2002.

2Fifth Standing Committee on Delegated Legislation,—Mr Bill O'Brien reported from the Fifth Standing Committee on Delegated Legislation the Local Government Finance (England) Special Grant Report (No. 107) (House of Commons Paper No. 60) on Special Grant for Activities Undertaken by Beacon Councils.

3Message from the Lords,—A Message was brought from the Lords, as follows:

Human Rights (Joint Committee),—The Lords communicate that they have appointed a Select Committee of six Lords to join with a Committee appointed by the Commons as the Joint Committee on Human Rights,

To consider—

(a) matters relating to human rights in the United Kingdom (but excluding consideration of individual cases);

(b) proposals for remedial orders, draft remedial orders and remedial orders made under section 10 of and laid under Schedule 2 to the Human Rights Act 1998; and

(c) in respect of draft remedial orders and remedial orders, whether the special attention of the House should be drawn to them on any of the grounds specified in Standing Order 74 (Joint Committee on Statutory Instruments);

To report to the House:

(a) in relation to any document containing proposals laid before the House under paragraph 3 of the said Schedule 2, its recommendation whether a draft order in the same terms as the proposals should be laid before the House; or

(b) in relation to any draft order laid under paragraph 2 of the said Schedule 2, its recommendation whether the draft Order should be approved;

and to have power to report to the House on any matter arising from its consideration of the said proposals or draft orders; and

To report to the House in respect of any original order laid under paragraph 4 of the said Schedule 2, its recommendation whether:

(a) the order should be approved in the form in which it was originally laid before Parliament; or

(b) that the order should be replaced by a new order modifying the provisions of the original order; or

(c) that the order should not be approved,

and to have power to report to the House on any matter arising from its consideration of the said order or any replacement order;

That the Committee have power to agree with any Committee appointed by the Commons in the appointment of a Chairman;

That the Committee have power to adjourn from place to place;

That the Committee have leave to report from time to time;

That the Committee have power to appoint specialist advisers;

That the minutes of evidence taken before the Committee from time to time shall, if the Committee think fit, be printed.

4Policing in Northern Ireland,—A Motion was made, and the Question being proposed, That this House notes the continuing terrorist activities of the IRA; does not consider its representatives fit to participate in the government of part of the United Kingdom; deplores attempts to undermine further the integrity of policing in Northern Ireland by granting more concessions to Sinn Fein/IRA; and opposes offering non-elected convicted terrorists places on district policing partnerships—(The Reverend Ian Paisley);

An Amendment was proposed to the Question, in line 2, to leave out from the word ‘House' to the end of the Question and add the words ‘welcomes the enormous strides towards a more peaceful society in Northern Ireland and the significant developments in policing that have been achieved in recent years; further welcomes the changes to policing

proposed in the Police (Northern Ireland) Bill; in particular endorses the Government's view that the time is not yet right to allow unelected ex-prisoners to serve on district policing partnerships; and further welcomes the Government's openness in sharing with this House and the people of Northern Ireland its thinking on how this might be achieved in the future, in the context of acts of completion on the part of paramilitaries', instead thereof.—(Jane Kennedy.)

Resolved, That this House welcomes the enormous strides towards a more peaceful society in Northern Ireland and the significant developments in policing that have been achieved in recent years; further welcomes the changes to policing proposed in the Police (Northern Ireland) Bill; in particular endorses the Government's view that the time is not yet right to allow unelected ex-prisoners to serve on district policing partnerships; and further welcomes the Government's openness in sharing with this House and the people of Northern Ireland its thinking on how this might be achieved in the future, in the context of acts of completion on the part of paramilitaries.

5Convention on the Future of Europe,—A Motion was made, and the Question being put, That this House endorses the strategy of Her Majesty's Government in the Convention on the Future of Europe to establish structures for a Union of sovereign member states; rejects the alternative of a federal superstate; and resolves that the Order of 12th June 2002 relating to the Standing Committee on the Convention be renewed for the current Session of Parliament—(Secretary Peter Hain);

And the Speaker's opinion as to the decision of the Question being challenged, the Division was deferred till Wednesday 4th December, pursuant to Orders [28th June 2001 and 29th October 2002].

6European Communities,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft European Communities (Definition of Treaties) (Agreement on Trade, Development and Co-operation Between the European Community and its Member States and the Republic of South Africa) Order 2002, which was laid before this House on 7th November, be approved—(Mr Gerry Sutcliffe):—It was agreed to.

7Income Tax,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That an humble Address be presented to Her Majesty, praying that the Double Taxation Relief (Taxes on Income) (South Africa) Order 2002 be made in the form of the draft laid before this House on 30th October, in the last Session of Parliament—(Mr Gerry Sutcliffe):—It was agreed to.

Address to be presented to Her Majesty by such Members of the House as are of Her Majesty's Most Honourable Privy Council or of Her Majesty's Household.

That it has been notified in accordance with Regulation 11(3) of the Statutory Instruments Regulations 1947 that the Department for Environment, Food and Rural Affairs has certified, under Regulation 6 of the said Regulations, that the printing and sale of the Nitrate Vulnerable Zones (Additional Designations) (England) Regulations 2002 (S.I., 2002, No. 2525) in accordance with the requirements of section 2(1) of the Statutory Instruments Act 1946, is unnecessary, having regard to the fact that they were in force for only eleven days before being revoked, and were available during that time in various media to representatives of those affected by them; and that the replacement Regulations are of precisely the same effect.

5Communications Bill,—The Order of the day being read, for the Second Reading of the Communications Bill;

And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

An Amendment was proposed to the Question, to leave out from the word ‘That' to the end of the Question and add the words ‘this House declines to give a Second Reading to the Communications Bill because it fails to ensure the representation of Wales and Scotland on the Office of Communications (OFCOM); does not address the needs of people with disabilities adequately; does not regulate sufficiently cross-media ownership; does not protect against a monopoly of ownership; fails to ensure access for all to digital broadcasting and broadband communications; and further weakens democratic scrutiny and regulation of industries which are vital to citizenship', instead thereof.—(Mr Simon Thomas.)

7Communications Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 29th October 2002], That the following provisions shall apply to the Communications Bill—

Committal

(1) The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

(2) Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on 6th February 2003.

(3) The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

(4) Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

(6) Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.
