PRAYERS.

1First Standing Committee on Delegated Legislation,—Mr Eric Illsley reported from the First Standing Committee on Delegated Legislation the draft Tax Credits (Appeals) (No. 2) Regulations 2002 and the draft Social Security Commissioners (Procedure) (Tax Credits Appeals) Regulations 2002.

Minutes of Proceedings of the Committee to lie upon the Table.

2Message from the Lords,—A Message was brought from the Lords, as follows:

Tax Law Rewrite Bills (Joint Committee),—The Lords communicate that they have appointed a Select Committee of six Lords to join with the Committee appointed by the Commons to consider Tax Law Rewrite Bills, and in particular to consider whether each Bill committed to it preserves the effect of the existing law, subject to any minor changes which may be desirable:

they have ordered that the Committee have power to agree with the Commons in the appointment of a Chairman;

that the quorum of the Committee shall be two;

that the Committee have leave to report from time to time;

that the Committee have power to appoint specialist advisers;

that the Minutes of Evidence taken before the Committee from time to time shall, if the Committee think fit, be printed;

and that the procedure of the Joint Committee shall follow the procedure of Select Committees of the House of Commons where such procedure differs from that of Select Committees of this House, and shall include the power of the Chairman to select Amendments.

3Extradition Bill,—The Order of the day being read, for the Second Reading of the Extradition Bill;

And a Motion being made, and the Question being put, That the Bill be now read a second time;

The House divided.

4Extradition Bill (Programme),—A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 29th October 2002], That the following provisions shall apply to the Extradition Bill—

Committal

(1) The Bill shall be committed to a Standing Committee.

Proceedings in Standing Committee

(2) Proceedings in the Standing Committee shall (so far as not previously concluded) be brought to a conclusion on 21st January 2003.

(3) The Standing Committee shall have leave to sit twice on the first day on which it meets.

Consideration and Third Reading

(4) Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which those proceedings are commenced.

(5) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on the day on which proceedings on consideration are commenced.

(6) Sessional Order B (programming committees) made by the House on 28th June 2001 shall not apply to proceedings on consideration and Third Reading.

5Extradition Bill [Money],—Her Majesty's Recommendation having been signified to the proposed Motion relating to Extradition Bill [Money];

A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 52 (Money and ways and means resolutions in connection with bills), That, for the purposes of any Act resulting from the Extradition Bill, it is expedient to authorise the payment out of money provided by Parliament of—

(a) any expenditure incurred by the Lord Chancellor under the Act;

(b) amounts ordered to be paid in respect of expenses incurred in connection with extradition proceedings;

(c) any increase attributable to the Act in the sums payable out of money so provided under any other enactment—(Mr Jim Murphy):—It was agreed to.

6Consolidated Fund Bill,—The Order of the day being read, for the Second Reading of the Consolidated Fund Bill;

8Major Accident Hazards Involving Dangerous Substances,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 119 (European Standing Committees), That this House takes note of European Union Documents No. 15275/01, draft Directive, and No. 12530/02, amended draft Directive, amending Council Directive 96/82/EC on the control of major accident hazards involving dangerous substances; considers that the proposed amendments would achieve the objectives of the Directive; takes account of studies carried out by the Commission on carcinogens and substances dangerous to the environment and recent major incidents involving dangerous substances; and welcomes the strengthening of protection standards for human health and the environment—(Mr Jim Murphy):—It was agreed to.

9Environmental Protection,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Air Quality (England) (Amendment) Regulations 2002, which were laid before this House on 14th November, be approved—(Mr Jim Murphy):—It was agreed to.

6Environment, Food and Rural Affairs,—A Motion was made, and the Question being proposed, That this House welcomes the Government's commitment to sustainable development, balancing environmental, economic and social aims both domestically and globally; commends its drive to promote thriving rural economies and communities, including a vibrant food and farming sector, that protects and ensures the sustainable use of the environment, as well as contributing to productivity; applauds the launch on 12th December of the Government's Sustainable Farming and Food Strategy; further welcomes the Government's commitment in its response to the Foot and Mouth Disease Inquiry reports to a massive programme of work and reform; recognises the substantial strides the Government is making in tackling climate change, and the leading role it played at the World Summit on Sustainable Development in Johannesburg in securing global commitments to tackle poverty through sustainable development, such as halving the number of people without access to adequate sanitation; further welcomes its focus on the sustainable and efficient use of the urban and rural environment and the need to work with business to promote the country's competitive advantage by embracing and leading internationally on green technologies, landscapes and the countryside for all to enjoy and benefit from, its commitment to animal welfare and its focus on evidence-based policy-making and science; and urges the Government to make continuing progress in advancing global environmental priorities, including radical reform of the Common Agricultural Policy, not least as part of the UK's commitment to reducing poverty and hunger in developing countries, to the World Trade Organisation, and to further cuts in carbon emissions worldwide—(Secretary Margaret Beckett);

An Amendment was proposed to the Question, in line 2, to leave out from the word ‘House' to the end of the Question and add the words ‘notes with concern the continuing recession in British agriculture; believes that a profitable farming and growing industry should be at the heart of a thriving rural economy; deplores the Government's mishandling of the foot and mouth epidemic and its failure to take effective action against illegal meat imports; calls upon the Government to reduce rather than increase the costs imposed on farmers and growers by unnecessary regulations; regrets the Government's failure to deliver on its promises to rural-proof its policies and to place sustainable development at the heart of policymaking and its failure to deliver on its own targets for recycling and carbon emissions; notes the repeated and trenchant criticisms made of the Department for Environment, Food and Rural Affairs by the Environment, Food and Rural Affairs and Environmental Audit Committees and believes that the time is now long overdue for the Government to turn fine words into effective action', instead thereof.—(Mr David Lidington.)
