5Pensions (Winding-up) Bill,—Mr Frank Field, supported by Derek Wyatt, Kevin Brennan, Mr Vernon Coaker, David Wright and Mr Andrew Miller, presented a Bill to provide for the distribution of the assets of pension schemes on winding-up and the duties of trustees in relation thereto; to make provision relating to the fees chargeable in relation to the process of winding-up a pension scheme; to establish arrangements for a compensation scheme for certain members of occupational schemes, including for the establishment of a levy on pension schemes; and to establish a review of the status of pensions-related liabilities in insolvency; and for connected purposes: And the same was read the first time; and ordered to be read a second time on Friday 7th March and to be printed [Bill 36].

6Hunting Bill,—The Order of the day being read, for the Second Reading of the Hunting Bill;

And a Motion being made, and the Question being proposed, That the Bill be now read a second time;

An Amendment was proposed to the Question, to leave out from the word ‘That' to the end of the Question and add the words ‘this House declines to give a Second Reading to the Hunting Bill because it seeks to impose unjustifiable restrictions on individual freedom, would increase the suffering of foxes and other animals that will be culled by less humane means, threatens the future of dogs and horses used in hunting and would rob British citizens of their livelihood; because it is intolerant of individuals who should be free to participate in hunting, which is not morally different from all other country sports and should not be singled out for discriminatory treatment; and because the Bill fails to uphold the duty of Parliament to defend the rights and legitimate interests of minorities', instead thereof.—(Mr David Lidington.)

That the draft Regulatory Reform (Special Occasions Licencing) Order 2002, which was laid before this House this day should be approved.

The Committee came to this Resolution without a Division.

2European Standing Committee B,—Mr Alan Hurst reported from European Standing Committee B the following Resolution:

That the Committee takes note of European Union Document No. 9759/02, Commission Communication on the activities and human resources of the Commission in the enlarged European Union; supports the Government's position that the details of the Communication are timely and that the Commission's commitment to reconsider reassessment prior to each preliminary draft budget is welcome; welcomes the Government's emphasis on the importance of keeping to the Berlin financial agreement; and supports the Government's aim of working to ensure the necessary resources are made available within the agreed ceilings.

An Amendment was proposed to the Question, to leave out from the word ‘That' to the end of the Question and add the words ‘this House declines to give a Second Reading to the Planning and Compulsory Purchase Bill because it fails to set out a planning framework; it introduces the concept of regional spatial strategies, taking power away from local authorities, particularly county councils; it creates an unclear mechanism of local development documents, principles, frameworks and strategies; it fails adequately to specify how the public will be involved in the consultation on these documents; it provides for the concept of the correction of errors, which would encourage poor decision-making; it abolishes outline planning permission, thus failing to provide applicants for planning permission with certainty; it fails to clarify the position on planning gains and obligations; and it does not adequately deal with the public expenditure implications of the revised compensation payments', instead thereof.—(Mr Eric Pickles.)
