8Industrial Development,—A Motion was made, and the Question being put forthwith, pursuant to Standing Order No. 118 (Standing Committees on Delegated Legislation), That the draft Financial Assistance for Industry (Increase of Limit) Order 2003, which was laid before this House on 30th January, be approved—(Derek Twigg):—It was agreed to.

9Draft Corruption Bill (Joint Committee),—Ordered, That the Lords Message of 12th February relating to a Joint Committee of both Houses to consider and report on any draft Corruption Bill presented to both Houses by a Minister of the Crown be now considered.

That this House concurs with the Lords in their Resolution relating to the said Joint Committee.

That a Select Committee of seven Members be appointed to join with the Committee appointed by the Lords to consider any such draft Corruption Bill.

That the Committee shall have power—

(i) to send for persons, papers and records;

(ii) to sit notwithstanding any adjournment of the House;

(iii) to report from time to time;

(iv) to appoint specialist advisers;

(v) to adjourn from place to place within the United Kingdom; and

That Vera Baird, Mr Edward Garnier, Mr John MacDougall, Mr Mark Oaten, Mr Richard Shepherd, Mr Paul Stinchcombe and Dr Desmond Turner be members of the Committee.—(Derek Twigg.)

(1) the matter of progress in developing the role of the Government Offices in the Regions (GOs), being a matter relating to regional affairs in England, be referred to the Standing Committee on Regional Affairs;

(2) the Committee do meet at a quarter past Two o'clock on Thursday 3rd April at Westminster to consider the matter referred to it under paragraph (1) above; and

Resolved, That, during the year ending on 31st March 2004, a number not exceeding 128,195 all ranks be maintained for Army Service and that numbers in the Reserve Land Forces be authorised for the purposes of Parts I, III, IV and V of the Reserve Forces Act 1996 up to the maximum numbers set out in House of Commons Paper No. 377 of this Session.

Estimates, 2003–04 (Air) Vote A

Resolved, That, during the year ending on 31st March 2004, a number not exceeding 57,415 all ranks be maintained for Air Force Service and that numbers in the Reserve Air Forces be authorised for the purposes of Parts I, III, IV and V of the Reserve Forces Act 1996 up to the maximum numbers set out in House of Commons Paper No. 377 of this Session.

Estimates, Excesses, 2001–02

Resolved, That resources, not exceeding £1,504,912,617.37, be authorised for use to make good excesses of certain resources for defence and civil services for the year ended on 31st March 2002, and that a sum, not exceeding £199,955,750.09, be granted to Her Majesty out of the Consolidated Fund to make good excesses of certain grants for defence and civil services for the year ended on 31st March 2002, as set out in House of Commons Paper No. 463.

Supplementary Estimates, 2002–03

Resolved, That further resources, not exceeding £21,242,681,000, be authorised for use for defence and civil services for the year ending on 31st March 2003, and that a further sum, not exceeding £7,471,054,000, be granted to Her Majesty out of the Consolidated Fund to meet the costs of defence and civil services for the year ending on 31st March 2003, as set out in House of Commons Papers Nos. 423, 424 and 484.

Ordered, That a Bill be brought in upon the foregoing Resolutions relating to Estimates, Excesses, 2001–02, and Supplementary Estimates, 2002–03: And that the Chairman of Ways and Means, Mr Chancellor of the Exchequer, Mr Paul Boateng, Dawn Primarolo, Ruth Kelly and John Healey do prepare and bring it in.
