The House met at half-past Two o'clock.

PRAYERS.

1Finance Bill,—The Chairman of Ways and Means reported from the Programming Committee, That it had come to a Resolution in respect of the Finance Bill, which it had directed him to report to the House:

That, pursuant to the Programme Order of 6th May 2003 relating to the Finance Bill:

(1) Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion eight hours after the commencement of proceedings on the first of the Ways and Means Motions relating to the Bill set down this day.

(2) Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion nine and a half hours after the commencement of proceedings on that Motion.

(3) Paragraph (2) of this Resolution has effect notwithstanding the practice of the House as to the intervals between stages of Bills brought in upon Ways and Means Resolutions.

(4) The proceedings on consideration shall be taken in the order shown in the following Table, and each part of the proceedings shall (so far as not previously concluded) be brought to a conclusion at the time specified in the second column.

2First Standing Committee on Delegated Legislation,—Mr Roger Gale reported from the First Standing Committee on Delegated Legislation the Government's assessment as set out in Budget 2003 for the purposes of Section 5 of the European Communities (Amendment) Act 1993.

Minutes of Proceedings of the Committee to lie upon the Table.

3Hunting Bill (Programme) (No. 3),—A Motion was made, and the Question being proposed, That the Programme Order of 16th December 2002 in relation to the Hunting Bill be varied as follows—

1. Paragraph 4 of the Order shall be omitted.

2. Proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion five and a half hours after the commencement of proceedings on the Motion for this Order.

3. Proceedings on consideration shall be taken in the following order—

(a) New Clause 13 and any new Clauses and Amendments which stand to be grouped for debate with it;

(b) New Clause 12 and any new Clauses and Amendments which stand to be grouped for debate with it;

(c) Remaining proceedings.

4. At the conclusion of proceedings on consideration, the Question on any Motion made by a Minister of the Crown to re-commit the Bill to a Standing Committee shall be put forthwith—(Alun Michael);

Road and Rail Transport,—A Motion was made, and the Question being proposed, That this House notes that since 1997 the fastest expansion in rail services, carriage of freight and passenger numbers in a century, huge forward orders for rolling stock, the fall of fares in real terms and the arrival on time of 90 per cent. of trains, have been replaced by cutbacks in train services, the axing of rail freight grants, abandonment of targets for growth in passenger numbers, a decision to increase fares in real terms and the arrival of 80 per cent. of trains on time; recognises that Network Rail has, to date, delivered a substantially worse performance at vastly higher cost to the taxpayer than Railtrack, and promises only to return to 2000 levels of train punctuality by 2010; condemns the fact that an increase since 1997 of over £10 billion per annum in taxes on the motorist has not been accompanied by any significant upgrading of the national road network; and calls for fair treatment for passengers, motorists and taxpayers alike— (Mr Tim Collins);
