2European Standing Committee C,—Mrs Irene Adams reported from European Standing Committee C the following Resolution:

That the Committee takes note of the unnumbered explanatory memorandum dated 15th January 2003 from the Department of Trade and Industry on the European Commission's guidance associated with merger control proceedings and horizontal mergers, and European Union document No. 5007/03, draft Council Regulation on the control of concentrations between undertakings (‘The European Community Merger Regulation'); welcomes the draft Regulation and associated guidance as an important step in securing reform of the European Community merger regime; and supports the Government's approach in seeking to build on the strengths of the existing Regulation to achieve a modern framework for European merger control as part of the economic reform agenda.

4Sittings of the House,—Ordered, That—

(1) at the sittings on Wednesday 12th, Monday 17th, Tuesday 18th, Wednesday 19th and Thursday 20th November, the Speaker shall not adjourn the House until any Message from the Lords has been received and any Committee to draw up Reasons which has been appointed at that sitting has reported; and

(2) from Thursday 20th November until the end of the current Session of Parliament, the Speaker shall not adjourn the House on any day on which a message from the Lords Commissioners is expected until that message has been received.—(Bridget Prentice.)

5Business of the House,—Ordered, That, at the sitting on Wednesday 12th November, notwithstanding the provisions of Standing Order No. 16 (Proceedings under an Act or on European Union Documents), the Speaker shall put the Questions necessary to dispose of proceedings on the Motions in the name of Mr Chancellor of the Exchequer relating to Stamp Duty Land Tax not later than three hours after the commencement of proceedings on the first Motion; proceedings may continue after the moment of interruption; and the Orders of the House of 28th June 2001 and 29th October 2002 relating to deferred Divisions shall not apply.—(Bridget Prentice.)

3European Standing Committee A,—Mr Alan Hurst reported from European Standing Committee A the following Resolution:

That the Committee takes note of European Union Document No. 12817/02, amended draft Decision amending Decision No. 1692/96/EC on Community guidelines for the development of the trans-European transport network, No. 13244/03 ADD1, amended draft Decision amending an amended draft Decision to amend Council Decision No. 1692/96/EC on Community guidelines for the development of the trans-European transport network, and No. 13297/03, amended draft Regulation amending an amended draft Regulation to amend Council Regulation (EC) No. 2236/95, laying down general rules for the granting of Community financial aid in the field of trans-European networks; and endorses the Government's approach to discussions on these documents.

4Message from the Lords,—A Message was brought from the Lords, as follows:

Mersey Tunnels Bill,—The Lords communicate that they have come to the following Resolution in respect of the Mersey Tunnels Bill, to which they desire the agreement of this House:

That the promoters of the Bill have leave to suspend any further proceedings thereon in order to proceed with it, if they think fit, in the next Session of Parliament, provided that notice of their intention to do so is lodged in the Office of the Clerk of the Parliaments not later than 12 noon on Thursday 13th November and that all fees due on or before that day have been paid;

That if the Bill is brought from the House of Commons in the next Session the agent for the Bill deposit in the Private Bill Office a declaration signed by them stating that the Bill is the same in every respect as the Bill which was brought from the Commons in the present Session;

That the proceedings on the Bill in the next Session of Parliament be pro forma in regard to every stage through which the Bill has passed in the present Session, and that no new fees be charged to those stages;

That the Private Business Standing Orders apply to the Bill in the next Session only in regard to any stage through which the Bill has not passed during the present Session;

That if any petitions have been presented against the Bill—

(i) any such petition (if not withdrawn) stand referred to any select committee on the Bill in the next Session;

(ii) no petitioners be heard before any select committee on the Bill in the next Session unless their petition has been presented within the time stipulated for the deposit of petitions in the present Session or deposited pursuant to Private Business Standing Order 109(b);

(iii) Private Business Standing Order 110 have effect as if the words ‘under Standing Order 109' were omitted.

5Group Personal Accident Insurance (Regulation),—Ordered, That leave be given to bring in a Bill to prohibit employers from benefiting from the death or illness of employees as a result of group insurance policies taken out without the employee's consent: And that Jim Sheridan, Mr John Lyons, Jim Dobbin, Anne Picking, David Hamilton, Mr Sio(r)n Simon and Mr John MacDougall do prepare and bring it in.

6Group Personal Accident Insurance (Regulation) Bill,—Jim Sheridan accordingly presented a Bill to prohibit employers from benefiting from the death or illness of employees as a result of group insurance policies taken out without the employee's consent: And the same was read the first time; and ordered to be read a second time on Friday 21st November and to be printed [Bill 175].

7Arms Control and Disarmament (Inspections) Bill [Lords],—The House, according to Order, proceeded to consider the Arms Control and Disarmament (Inspections) Bill [Lords], not amended in the Standing Committee.

The Bill was read the third time and passed, without Amendment.

8European Union (Accessions) Bill (Programme) (No. 2),—A Motion was made, and the Question being put forthwith, pursuant to Orders [28th June 2001 and 29th October 2002], That the following provisions shall apply to the European Union (Accessions) Bill for the purpose of supplementing the Order of 21st May 2003:

That the Committee takes note of European Union Document No. 10122/03, amended draft Directive on setting standards of quality and safety for the donation, procurement, testing, processing, storage and distribution of human tissues and cells; notes the additional set-up costs and annual running costs arising in the United Kingdom are now expected to be greater than originally anticipated, and in particular may require investment by fertility clinics to upgrade their facilities and practices, but recognises that these costs will be offset by significant benefits to patients, and therefore supports the Government's position that the proposed Directive, as presently drafted, is broadly acceptable.
