'Definition of "Efficient Manner"

      "Efficient manner" as set out in Schedule 1 of this Act is defined in accordance with the following criteria:(1)   Value for money;
(2)   Management costs which do not exceed 0.5 per cent of net tunnel turnover;
(3)   Based on certified and audited accounts covering 5 years preceding the commencement of this Act;
(4)   Taking into account the needs of the economy of the Merseyside sub-region as defined by the Chambers of Commerce of all five Merseyside Metropolitan Boroughs.'.
