Memorandum submitted by the British Screen Advisory Council

  The British Screen Advisory Council is an independent industry forum which represents the views of all sectors of the audiovisual industry in discussions with national and European Government. Our membership comprises senior executives from the full range of audiovisual enterprises as well as distinguished individuals who play a major part in our cultural and business life.

  In considering the areas outlined in the terms of reference of your inquiry we would welcome the opportunity to comment on two areas where we believe we can provide most value. Firstly, fiscal policy where, over a period of eight years, BSAC has developed a strong track record including being instrumental in developing proposals for the current Section 48 relief. Secondly, ethnic minority employment in film. In 2001 BSAC delivered a report at the request of the then Secretary of State for Culture, Media and Sport which was passed to the Film Council for action.

  Our written evidence, which we enclose, comprises two documents:

    —  Fiscal Policy for British Film—we would be grateful if this report remained confidential to the Committee as we are currently in discussions with the Treasury over its contents (not printed)

    —  Executive Summary from the Committee for Ethnic Minority Employment report Achieving Diversity in Film.
