Select Committee on Defence Minutes of Evidence

Examination of Witnesses (Questions 120-121)

WEDNESDAY 11 DECEMBER 2002

MAJOR GENERAL A D LEAKEY, CBE AND MR MARTYN PIPER

Mr Crausby

  120. Just one more question then on the flexibility of budget. In that respect do you have any flexibility as far as your budgets are concerned to help you? What about the decisions to transfer training from ATRA to units? Is there a flexibility of budgets there? Do you get money as a result of those decisions?
(Major General Leakey) Yes, it is all done on the statement of training requirement. If Land want us to do that training and it is more training than we are doing at the moment, then we will make a compromise. Either some training moves out to Land because they believe it is better distributed to Land or more money is provided by them on the transfer from Land to us to do it or as an Army decision that we should get more of a priority, so that is how it works.

Chairman

  121. Thank you very much. There are lots more questions, we are going to have to write to you. I think we should have had a full session on recruitment because obviously that was an issue everybody was able to express their views on. Thank you very much for coming. It was very, very helpful and we will spread the burden on you shortly when we write to you with our ten questions. Thank you, Mr Piper, for your patience and your silence. I hope you hand back half of your day's salary today because you have not really put in any work to earn a salary.
(Mr Piper) Chairman, I am always quite happy to work on the principle of remain silent and let people think you are a fool than open your mouth and prove it.

  Chairman: Thank you very much.
