Letter from John Geldard, Group Head,
Waste and Minerals Policy Group, Lancashire County Council
I am responding to the Call for Evidence from
the House of Commons Environmental Audit Select CommitteeWinning
the War on Waste. Unfortunately I only became aware of this Call
for Evidence on Friday 11 October 2002) and have therefore been
unable to consider my response as fully as I would have liked.
I realise that you will receive my response after the dead line,
but I hope that you will be able to take it into account. The
Council responded to the original Strategy Unity (formally PIU)
Consultation and their more recent Interim Discussion Paper on
Waste Issues, which addressed broadly the same area. Given the
importance of these issues to local authorities, I felt it would
be relevant to forward a copy of my response to the Strategy Unit
through to you.
I have enclosed three attachments to this letter:

Attachment 1 is our (officer) response
to the Strategy Unit September discussion paper.
Attachment 2 sets out brief responses
to the questions asked by the Strategy Unit.
Attachment 3Lancashire County
Council's initial response to the original PIU consultation.
Also attached is the Lancashire Municipal Waste
Management Strategy, which was adopted by all 15 Waste Management
Authorities in Lancashire, ie the County Council (WDA), 12 District
Councils (WCAs) and 2 Unitary Authorities (WDA/WCAs). We think
that this document clearly illustrates that the Lancashire approach
has tackled two of the biggest barriers to real progress on municipal
waste:
Waste Reduction and waste growth;
Organisational and legislative barriers.
Of necessity, because of the late notice the
responses are short but I trust you will find them of assistance.
If you feel that the Councils' response includes something of
interest to the Committee, I could work up a short paper focused
on the main area of interest.
