Avanti Communications provides broadband Internet
access by satellite. It is uniquely qualified to comment upon
the use of broadband communications services in rural areas having
run a pilot project for the British National Space Centre, a department
of the DTI, in 2000 which assessed the viability of using satellite
technology to deliver high speed Internet access in rural communities.
Avanti's experience shows that the hype generated
by the launch of DSL (which has incorrectly monopolised the term
"broadband") has left many disadvantaged users unhappy.
The key to determining how best to address the
needs of these users is to realise that in the real world, a one-size
fits all solution is not viable. Other technologies, particularly
satellite are ideally suited to addressing the needs of rural
users at price point which are realistic.
The government should focus on :
Ensuring that the incumbent PTT is
regulated in such a way that does not enable it to stifle competition
in alternative technologies which cannibalise demand for its DSL
products.
Find low cost ways of addressing
real demand and not assuming that everyone has a "right",
or even a need for broadband services. This may involve sharing
infrastructure or services or providing them in public spaces.
Avanti is heavily focussed on finding low cost
solutions to real needs, and will be launching the next generation
of its products later in the year. This product will bring high
quality symmetrical broadband service to rural communities at
a quality level which supersedes DSL and a price which is competitive.
