Supplementary memorandum submitted by Ofwat

  The Committee asked how many customers could potentially benefit from competition if the threshold to receive a licensed water supply were set at 10 Megalitres per year. Around 12,000 customers could potentially benefit if the threshold were set at this level.

  In his evidence Philip Fletcher drew attention to Figure 5a Water and sewerage companies—leakage 2001-02 to 2003-04[2] which sets out how each of the water and sewerage companies is performing. The majority of companies are close to their economic level of leakage, with the exception of Thames Water. Table 3a sets out the companies' current estimates of total leakage, in Megalitres per day, and Table 4 their targets[3]. The companies' leakage performance against their targets for 2002-03 will be published in July this year.
