"For all of these reasons, we commend the Foreign
Secretary for distancing the United Kingdom from suggestions that
'regime change' in Iraq might be followed by similar operations
in other countries. We further conclude that 'regime change' is
an unsustainable policy for dealing with proliferation of WMD,
and that other strategies must be developed."
