Annex CYouth Offender Institutions
"Traffic Light" reports
C.1 The following tables are monthly reports
from September 2000, March 2002 and September 2002 on the performance
of Young Offenders Institutions (YOIs) in the juvenile estate
against standards issued by the Prison Service.
C.2 The categories of measures are grouped
as follows:
Critical incidents. The first
four indicators show instances of critical incidents. The aim
is to have all these register as "0".
Quantitative Measures. The
next five indicators are colour coded for ease of recognition.
Green indicates the standard is being met; amber indicates there
is cause for further interest as the indicator is missed but by
less than a set range; and red indicates there is a problem as
the indicator is being missed by more than the set range.
Service Credits. The last
two columns show the amount of service credits (fines) levied
on individual Prison Service establishments; one is an absolute
figure for the relevant month and the other shows the change on
the previous month.
C.3 The three monthly reports produced here
give an indication of the progress on performance since the introduction
of the Board's responsibilities for the juvenile secure estate.
The tables indicate that considerable progress was made in performance
between September 2000 and March 2002. However, there has been
deterioration in performance between March 2002 and September
2002 following an increase in the numbers of juveniles held in
the YOI estate.
