Annex C—Youth Offender Institutions "Traffic Light" reports

  C.1  The following tables are monthly reports from September 2000, March 2002 and September 2002 on the performance of Young Offenders Institutions (YOIs) in the juvenile estate against standards issued by the Prison Service.

  C.2  The categories of measures are grouped as follows:

    —  Critical incidents. The first four indicators show instances of critical incidents. The aim is to have all these register as "0".

    —  Quantitative Measures. The next five indicators are colour coded for ease of recognition. Green indicates the standard is being met; amber indicates there is cause for further interest as the indicator is missed but by less than a set range; and red indicates there is a problem as the indicator is being missed by more than the set range.

    —  Service Credits. The last two columns show the amount of service credits (fines) levied on individual Prison Service establishments; one is an absolute figure for the relevant month and the other shows the change on the previous month.

  C.3  The three monthly reports produced here give an indication of the progress on performance since the introduction of the Board's responsibilities for the juvenile secure estate. The tables indicate that considerable progress was made in performance between September 2000 and March 2002. However, there has been deterioration in performance between March 2002 and September 2002 following an increase in the numbers of juveniles held in the YOI estate.

  C.4  Further to the monitoring reports, the 10 key targets set for juvenile facilities by the Board are set out below:

KEY TARGETS FOR SECURE FACILITIES 2002-03

1.   Information to Yots

  If young people arrive without an ASSET or pre-sentence report, follow up action must be taken within one hour and the young person managed as vulnerable until the information is obtained from the Yot.

2.   Report information gaps

  Each secure facility to notify YJB by 12.00 noon the day after reception if the ASSET/pre-sentence report for a young person is not received by then.

3.   Time out of room

  95% of young people to spend less than 14 hours locked in their room by March 2003.

4.   Hours of education and training

  95% of young people to receive 15 hours a week education, training or employment during 2002-03.

5.   Literacy and Numeracy

  All young people entering secure facilities to be tested for literacy and numeracy with 80% of young people on DTOs of six months or more improving by one skill level or more in literacy and/or numeracy by March 2004.

6.   Continuing education

  90% of young people to be in full-time education or training by the end of their custodial term by 2004.

7.   Reception

  All young people to be assessed by a clinician on reception including for drug and alcohol use and dependence in reception.

8.   Substance abuse

  All secure facilities to have written protocols dealing with substance withdrawal by young people in their care by end of 2002.

9.   Training planning

  All training planning meetings to be carried out in line with national standards and to include establishment education staff by September 2002.

10.   National standards

  Secure facilities to meet national standards by September 2002.
