4. The Children in Need (CiN) data was grossed up by calculating the proportion of the 0-17 population in England that was accounted for by missing authorities, and then grossing up figures by this amount (eg if the missing authorities accounted for 8% of the 0-17 population in England, then the figures in the CiN report have been derived by uprating by 8% the figures for the responding authorities).
5. For authorities with missing data on adults receiving community-based services, information provided on the Key Statistics return KS1 (for the Performance Assessment Framework indicators) was used to estimate the total for England.

Personal Social Services (PSS) FSS for each authority in 2003-04
with PSS SSA in 2002-03 adjusted for changes in function and full
resource equalisation?
1. Table 4.1.2 compares PSS FSS for each local
authority in 2003-04 with PSS SSA in 2002-03, adjusted for changes
in function.
2. There were a number of changes in functions between
2002-03 and 2003-04. We have adjusted the 2002-03 SSA figures
to take account of these. On 1 April 2003 responsibility for providing
free nursing care for residents in nursing homes became the responsibility
of the NHS and £330 million were transferred from the FSS
to the NHS to take account of this change. In addition, three
grants: residential allowance (£223 million); building care
capacity (£190 million) and the promoting independence grant
(£155 million) ended on 31 March 2003 and local authorities
had to meet the cost of continuing to provide these services from
the 2003-04 FSS. Finally there was a small adjustment of£6.8
million in respect of the ongoing impact resulting from the National
Care Standards Commission (NCSC) taking over responsibility from
local authorities for registration and inspection of social care
providers on 1 April 2002.
3. The PSS SSA figures for 2002-03 in column 1 have been
adjusted to take account of the above changes in functions in
order to make them comparable with the 2003-04 PSS FSS figures
in column 2. Column 3 shows actual difference in cash terms between
columns 1 and 2, whereas column 4 provides the overall change
in percentage terms. Columns 5 to 8 break down the figures in
column 4. Column 5 shows the extra money provided in 2003-04 together
with the effect of bringing the FSS sub-block control totals into
line with expenditure; column 6 shows the impact of resource equalisation;
column 7 shows the impact of data changes, such as the introduction
of the new census population data and column 8 shows the impact
of the changes to the PSS formulae this year.
4. There are a number of ways of calculating the impact
of resource equalisation.

THE FORMULA
GRANT DISTRIBUTION
SYSTEM
1. The needs part of the children's FSS formula continues
to be based on research by the University of York. The methodology
was not changed but the variable weights were re-estimated following
the revision in the Area Cost Adjustment methodology. The Foster
Cost adjustment within the children's FSS formula was updated
to take account of the latest expenditure data. The share of total
expenditure to which this adjustment is applied was also updated,
again to reflect the latest information provided by local authorities.
Independent researchers at the Thomas Coram Research Unit undertook
a thorough examination of the methodology used to reflect the
variations between authorities in the costs of foster care and
found that a simpler model gave a better fit than the previous
method. The Department therefore reflected the Thomas Coram work
in the 2003-04 children's formula.
2. The other adults (18-64 age group) FSS formula was
also updated using the latest expenditure data. It was found that
using three variables resulted in a better fit than the original
two indices (which themselves were based on seven and five variables
respectively). Independent researchers at the University of York
were commissioned to assist the review of this formula. They found
that lack of data limited the scope for improving the current
methodology. The County Council Network commissioned research
on clients with mental health problems. However due to lack of
cost weights and lack of suitable ways of modelling the residual
adult client group, it was not feasible to implement this option.
3. Independent researchers at the University of Kent
were commissioned to test whether it was feasible to combine the
older people's domiciliary and residential formulae. The main
arguments for combining these formulae were that a combined formula
was simpler in principle and may be seen as better reflecting
the perceived substitutability of residential and domiciliary
services (whereas separate formulae with separate control totals
suggest a hard distinction). The researchers developed a new combined
formula using some more recent data but a similar approach to
the previous formulae. In addition, because of the merging of
the two formulae, it was necessary to model income from charges
as a function of local socio-economic circumstances of older people
(rather than use actual past data on income from charges for residential
care and model potential income from charges for domiciliary care).
4. ODPM also revised the methodology for estimating the
Area Cost Adjustment. It is now based on an average of three years
earnings data and estimated at authority level rather than county.

OF FORMULAE
5. The Government has announced a formulae freeze until
at least 2006-07. The only changes to the formulae in the next
few years will be as a result of changes in local authorities
responsibilities, or the financing of a particular service.
4.1.4 Could the Department provide an update of Table
4.5.1? [4.5]
1. Table 4.1.4 updates table 4.5.1. It compares
2001-02 and 2002-03 PSS SSAs with budgeted expenditure for each
local authority. Budget figures have been provided by local authorities
but have been adjusted by the Office of the Deputy Prime Minister
(ODPM) to make them comparable with SSAs. This has meant excluding
expenditure supported by special and specific grants, and making
some other technical changes; this involves a degree of estimation.
The budget figures for 2001-02 and 2002-03 are, therefore, not
on the same basis as figures quoted in response to other questions
(where such adjustments have not been made).
2. The SSAs are not hypothecated and it is for local
authorities to decide how to deploy these resources in the light
of local circumstances and priorities. Authorities are free to
spend more or less than the amount of the SSA for any particular
service.
3. Table 4.1.4 shows that, taken together, authorities
budgeted to spend about 10.3% more on social services than the
PSS SSA in 2001-02 and 13% more in 2002-03. The table shows a
wide variation between authorities in 2002-03, ranging from budgeted
expenditure of more than 30% above SSA to budgeted expenditure
of almost 6% below SSA. The figures show marked differences in
the levels of expenditure between similar and neighbouring authorities.
Generally, however, unitary authorities tend to exceed their SSAs
for social services by a higher average amount than the other
classes of authority. Metropolitan districts and Inner London
authorities tend to exceed their PSS SSAs by the lowest amounts.
