Joint Memorandum submitted by the Department
for International Development and HM Treasury
WORLD BANK AND IMF ANNUAL MEETINGS: Dubai,
September 2003
The International Development Committee has
requested a memorandum on the 2003 Annual Meetings of the IMF
and World Bank in advance of the Hearing on 6 November at which
the Chancellor of the Exchequer, Gordon Brown, and the Secretary
of State for International Development, Hilary Benn, will give
evidence.
At the Annual Meetings held in Dubai in September,
the Chancellor chaired the International Monetary and Financial
Committee (IMFC) at which the Governor of the Bank of England
(as the UK Alternate Governor of the IMF) represented the UK.
At the Development Committee, the former Secretary of State for
International Development, Baroness Amos (as the then UK Governor
of the World Bank), represented the UK.
This Memorandum consists of the following documents:
the UK's Objectives Note circulated
in advance of the Annual Meetings to interested NGOs and made
publicly available on both DFID's and HM Treasury's websites (Annex
A);
the Joint Ministerial Statement to
the Development Committee (Annex B);
the IMFC and Development Committee
Communiqués agreed for the Meetings (Annex C and D);
the letter from the Chancellor of
the Exchequer and the Secretary of State for International Development,
with attachment, to all MPs on the outcome of the Annual Meetings
(Annex E) (Not printed. Copy placed in the Library); and
the letter from the Chancellor and
the Secretary of State to interested NGOs (Annex F) (Not printed.
