UNSUSTAINABLE HIPCs NOT CURRENTLY IN THE INITIATIVE

  Burundi, Comoros, Republic of Congo, Cote d'Ivoire, Liberia, Somalia and Sudan are countries currently or recently in conflict that might enter the HIPC Initiative. To enter the Initiative, they will need to fully resolve conflict, and establish a World Bank and IMF policy performance record. At present, there are 11 potentially eligible HIPCs that have not reached decision point—including those that are conflict-affected. The reasons why each country has not reached its Decision Point are set out in the table below.

Central African RepublicCoup d'état in March 2003, yet to be recognition of new authorities.
ComorosFollowing secessionist crisis, reconciliation process has regressed leading to suspension of the IMF Staff Monitored Programme (SMP).
Republic of CongoFollowing post-conflict support from 2000, currently improving Interim Poverty Reduction Strategy (I-PRSP). Continued political instability.
Cote d'IvoireConflict has delayed implementation of PRSP and anti-poverty measures.
Lao PDRHave yet to ask for HIPC debt relief.
LiberiaCivil war.
MyanmarIs in arrears to multilateral institutions and doesn't have requisite Fund/Bank-supported programmes, and authorities yet to be recognised.
SomaliaUnstable security situation, peace talks yet to be finalized, and is in arrears to IMF.
SudanOngoing peace talks.
TogoUnstable macroeconomic policy and in arrears to World Bank, coupled with serious governance concerns.
