Supplementary memorandum submitted by CARE International UK

  The Committee requested information on possible resentments between returnees and non-refugees, which Mr Jarrah agreed to obtain. CARE Afghanistan reports that in their experience this has not been problematic, partly because of kinship ties which make people welcome upon their return, and partly because many returnees have come back to urban centres, since the years of drought have not made it possible for them to re-establish a rural livelihood.
