180. Are we talking about in terms of the American
contribution, the great bulk of their contribution through the
World Food Programme and the other UN agencies relatively?
(Ms Randel) Yes, if you look at the US contribution
and you look at the commodities that they are putting through
the World Food Programme, the air drop and logistical and transport
support, commodities alone are $200 million, and it would be significant
part of the programme, yes.
(Dr Mowjee) On your question about civil service reform
from the European Commission perspective, I would like to point
out that of the second amount of money that is put in by the European
Commission for reconstruction and recovery, a very small proportion
of that, about
6 million, has been actually allocated specifically
for public administration reform and they have four projects within
that. I think it is not just a question of waiting for development
banks to come in for civil service reform; the European Commission
has already started on that.

181. Is that money going directly into the government
departments? How is it being administered?
(Dr Mowjee) Some of it will go into the ministries
structurally to build their capacity and they are also doing things
like trying to build a database of civil servants that they can
draw on. I think they are providing some training on future planning
and capacity. Some of it has been put into the Civil Service Commission
to map out senior civil service positions, functions and structures.
