Letter from Richard Heller (PAP 1)

  I volunteered for a public appointment in 1995, when the Major government invited applications from members of the public. I sent the relevant department a CV which I have since updated at regular intervals. I have never been offered a single public appointment.

  I think it would be very worthwhile for your Committee to find out how many people have volunteered since 1995, how many have been offered some appointment, how many accepted—and, above all, what proportion of all public appointments have been filled in this way. I suspect the answer is minuscule.
