Draft Report [The Work of the Committee in 2002], proposed by the Chairman, brought up and read.

Ordered, That the draft Report be read a second time, paragraph by paragraph.-(The Chairman.)

Paragraphs 1 to 7 read and agreed to.

Paragraph 8 read.

Amendment proposed, in line 17, at the beginning, to insert after "fairness", the words ", impartiality, competence and accountability" and leave out "and impartiality".
