To move the following Clause:—

    '(1)   The provisions of this Act shall come into force by order of the Secretary of State for Scotland.

    (2)   The Secretary of State shall not make an order under subsection (1) until the appropriate date of the commencement of section 16 of the Political Parties, Elections and Referendums Act 2000.'.

    '(1)   The provisions of this Act shall come into force by order of the Secretary of State for Scotland.

    '(1)   Constituencies for the purposes of this Act shall be in groups of two, or where necessary three, to be determined by the Electoral Commission in its regular review of Westminster constituencies.

       'Rule 5

       Wherever the boundary of a constituency for the Scottish Parliament is not coterminous with the boundary of a constituency for Parliament, the Electoral Commission or the Boundary Committee (as the case may be) shall ensure that the names for the different types of constituencies shall be different.'.


ORDER OF THE HOUSE [9th FEBRUARY AND 28TH APRIL 2004]

That the following provisions shall apply to the Scottish Parliament (Constituencies) Bill:

Committal

    1.   The Bill shall be committed to a Committee of the whole House.

Proceedings

    2.   Proceedings in Committee of the whole House, any proceedings on consideration and proceedings on the Third Reading shall be completed at one day's sitting.

    3.   Proceedings in Committee of the whole House and any proceedings on consideration shall (so far as not previously concluded) be brought to a conclusion one hour before the moment of interruption on the day on which these proceedings are commenced.

    4.   Proceedings on Third Reading shall (so far as not previously concluded) be brought to a conclusion at the moment of interruption on that day.

Programming Committee

    5.   Sessional Order B (programming committees) made on 28th June 2001 shall not apply to proceedings on the Bill.

Programming of proceedings

    6.   Any other proceedings on the Bill (including any proceedings on consideration of Lords Amendments or on any further message from the Lords) may be programmed.
