    '(1)   The Secretary of State may by regulations amend sections 324 to 326 and 328 (Part X) of the Housing Act 1985.

    (2)   The Secretary of State may not make any regulations under this section unless a draft of the regulations has been laid before, and approved by a Resolution of, each House of Parliament.'.
